Romanian President Nicolae Ceausescu has fired the planning chief for the state-run economy and the foreign minister in yet another shake-up of top-level jobs, Romania’s news agency said. Radu Balan was “released from his functions as president of the State Planning Committee by a presidential decree,” Agerpres said in a report from Bucharest, monitored in Vienna. It later reported that Foreign Minister Ioan Totu was replaced by Ion Stoian, who has been a party secretary in charge of international relations.
