Charles Bayless, chief financial officer of Public Service Co. of New Hampshire, will become chief financial officer of Tucson Electric Power Co. in December.Bayless has been the chief negotiator for PS New Hampshire as it has tried to emerge from bankruptcy protection. Tucson Electric has also had its share of problems, with its stock falling to $21 from $60 in about a year due to “a hostile regulatory environment” and “excess generation begining in 1990,” spokesman Barry Burdette said.
