Gov. John Ashcroft of Missouri became chairman of the Republican Governors Assn. on Tuesday and advised GOP candidates of 1990 to stake firm, clear positions on abortion and other major issues and then stick to them.

Gov. Carroll A. Campbell Jr. of South Carolina was elected vice chairman of the association.

Ashcroft said he felt that “voters were cheated” in campaigns for the elections one week ago because the candidates did not deal adequately with real concerns.
