JAILHOUSE BLUES: As officials continue to dicker over where to put a new county jail (B1), the jail population keeps on climbing. . . . In late 1986, when supervisors first approved a feasibility study for a jail in Gypsum Canyon, the jail system’s population had never exceeded 3,500. Recently the county jails hit a new population high of 4,482, well above the listed capacity of 3,199.
