State Dips in Per-Capita Spending for Arts: California has dropped two notches to 36th place in terms of per capita arts funding, according to the National Assembly of State Arts Agencies, which compiles twice-yearly rankings of state-appropriated arts funds in the 50 states and six U.S. jurisdictional arts territories. While the state ranked 34th at 58.49 cents per capita in the spring, state arts funding for the complete 1989-90 fiscal year was found to be 56.49 cents per capita (for a total of $16.7 million), placing California far behind first-place Hawaii, which spent more than $7.83 per capita on arts funding. National Assembly spokeswoman Sandra Bigley noted, however, that rankings may not accurately show how a state is supporting its arts, because small states with lower populations tend to rank higher.
