OPEC Meeting Planned: Arab oil ministers will meet Sunday to discuss how to draw Kuwait and the United Arab Emirates back into the quota system of the Organization of Petroleum Exporting Countries. The meeting will be held in the UAE’s capital city, Abu Dhabi, less than a week before the oil cartel is set to meet in Vienna. An oil industry analyst said the Arab ministers are meeting because they want to be able to show a united front at the Nov. 25 OPEC meeting, which will tackle the elusive issue of satisfying the UAE and Kuwait by giving them higher output quotas without making other members unhappy.
