2 Firms’ Owners Charged in Medi-Cal Scheme

State Justice Department attorneys on Thursday charged owners of health care firms in Los Angeles and Oakland with filing thousands of fraudulent Medi-Cal bills for incontinence supplies as part of a scam that may cost California’s Medi-Cal program up to $80 million this year.

Dr. Librada V. Del Mundo, owner of a Los Angeles incontinence-products firm who allegedly filed $32,000 in fraudulent bills, was charged with nine felony counts of filing false claims and grand theft, Adler said. Also charged was Ronald J. Norman, owner of American Home Healthcare Products, an Oakland-based firm, who allegedly filed $9.1 million in fraudulent claims. Neither man could be reached for comment Thursday.

State officials said they expect to file charges against as many as 100 people in connection with their probe.
