Panel Splits on Unfair Trade: The International Trade Commission ruled in a 3-3 split vote that Japanese and Taiwanese makers of small telephone systems have hurt U.S. manufacturers by unfairly cutting prices on their equipment. But the divided decision opened the way for an appeal by importers before the Court of International Trade in New York. If not, the U.S. may impose stiff anti-dumping duties on the imported equipment. U.S. trade law deems a tie to be a finding of injury.
