Westplan Insurance Agency: Stephen Locko has joined the Westplan Insurance Agency Inc. as president. He succeeds Elizabeth Kaye, who has left the company. Locko was formerly with Imperial Corp. of America, where he served as senior vice president, corporate risk manager and president of First Imperial. Westplan is a subsidiary of Western Financial Savings Bank, Orange.
