FAST FORWARD: Even as cable TV gets more expensive (B10), the cable companies come up with new gizmos to offer. . . . One of the many futuristic devices to be unveiled next week in Anaheim at the Western Cable Television show is Digital Cable Radio, or DCR, promising subscribers up to 28 channels of talk-free, commercial-free, “compact disc quality music”--like public radio, but without pledge breaks. . . . The offerings, played on a digital tuner provided free and plugged into your system, range from jazz and classical to elevator music. . . . Jerrold Communications, the developer, plans to launch DCR nationally next spring.
