Stock Manipulation Conviction: The former head of a Wall Street brokerage that collapsed in the wake of the October, 1987, market crash was convicted of manipulating the prices of over-the-counter securities. A federal jury in Manhattan found Eugene Laff, 52, former chairman of Haas Securities Corp., guilty of five charges--conspiracy, two counts of stock manipulation, mail fraud and obstruction of an SEC investigation.
