Heroin addicts far outnumber all other drug users admitted to state-funded drug treatment programs in Orange County during each of the past six years, although the number has decreased slightly each year after reaching a peak in 1985. At the same time, however, the percentage of all admissions who are heroin users has declined steadily since 1983.
