LA HABRA : Portion of Mall to Be Razed, Rebuilt

Demolition of a large portion of the Fashion Square Mall will begin in March, followed by the construction of four new medium-sized stores, according to a development agreement approved by the City Council this week.

The agreement requires the developer to complete the project by January, 1991, but City Manager Lee Risner believes the construction may be finished about a year earlier.

According to Jeffrey B. Armour, development manager and partner with Hopkins Development, demolition of a large portion of the existing mall, including Buffums department store, is scheduled to begin in March.

When the mall was developed 20 years ago, there was an expectation that Harbor Boulevard would become a freeway. Later, the route shifted eastward and became the Orange Freeway, leaving the mall to rely mostly on business from local residents.

A succession of owners has tried to rejuvenate the mall, Risner said. Hopkins’ approach calls for operation of several medium-sized stores. Armour declined to name tenants who might occupy the stores.
