Michael T. Uberuaga, city manager of Concord in Northern California since 1986, will become Huntington Beach city administrator, the City Council announced Thursday.

Uberuaga, 45, will succeed Paul E. Cook, who announced several months ago that he will retire early in 1990. The council voted unanimously to hire Uberuaga after a closed-door meeting Thursday night in which members discussed the terms of his employment contract. Mayor Thomas J. Mays said Uberuaga will be paid $118,000 a year, about the same salary paid to Cook.

Uberuaga will take over Feb. 26, Mays said. Uberuaga, who was in the audience as the council returned from its closed-door meeting, thanked the council members for their decision.

“I’m excited about coming to this city,” he said. “I promise to do the best job I possibly can.”

Before being hired by Concord, Uberuaga was city manager of Milpitas, from 1983 to 1986, and of Steamboat Springs, Colo., from 1976 to 1983. He has a bachelor of science degree from the University of Wyoming and a master of public adminstration degree from USC.
