The Italian Cabinet today passed a decree making it harder for immigrants to enter the country, particularly those from the Third World and Eastern Europe.

The decree, which must be approved by Parliament within 60 days, aims to set yearly limits on visas granted to citizens of various countries.

Officials said the decree did not mean Italy is closing its doors to immigrants but that it will seek to regulate them according to availability of employment, education, housing and health care.

Under the decree, the visas will have to be obtained at embassies abroad rather than at Italian frontiers. The number of visas will be decided in consultation with foreign governments.
