The California Public Utilities Commission reached out to Richland, Wash., to pick Neal J. Shulman as its new executive director, the top staff position for the agency, which sets rates and policies for investor-owned utilities. Shulman, who was Richland’s city manager, replaced Victor Weisser, who resigned last August to head the California Council for Environmental and Economic Balance, a private interest group in Sacramento interested in development issues. Before spending 12 years as Richland’s manager, Shulman served as the city’s attorney as well as a special trial lawyer for the U.S. Department of Justice specializing in government-corruption cases.
