Mortgage Rates Mixed: Fixed-rate home mortgages averaged 9.83% last week, up from 9.78% the previous week, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.35%, down from 8.39% the week before.
