Appeals Court Clears Payments: The 11th Circuit Court of Appeals in Atlanta has cleared the way for creditors of former Ohio financier Marvin Warner to begin receiving payments from a $16-million settlement approved last month by a federal bankruptcy judge. The court denied an attempt by the Internal Revenue Service to block the immediate distribution of $10 million. The remaining $6 million will be distributed over the next three years.
