Secretary of State James A. Baker III will go to Moscow on Feb. 6-7 for talks to help reduce obstacles to a new U.S.-Soviet strategic arms treaty, Administration officials said. The trip to Moscow is one of three sessions Baker intends to hold with Soviet Foreign Minister Eduard A. Shevardnadze before a U.S.-Soviet summit in Washington in June.
