Police set up roadblocks around Lima and detained 15,000 people in a search for the killers of former Defense Minister Enrique Lopez, the most prominent victim of Peru’s decade-long guerrilla war. Lopez was shot and killed as he parked his car near a shopping center in a Lima suburb.
