California IN BRIEF : ENCINITAS : Teen, 3-Year-Old Die in Apartment Blaze

A 3-year-old girl and her teen-age cousin were killed when fire swept through their apartment house in Encinitas, north of San Diego, driving back two California Highway Patrol officers who had managed to pull another child to safety. Killed in the midnight Thursday fire were Ayikwei Scruggs, 15, and his 3-year-old cousin, Monife Meyers. Fire Department spokesman Steve Marvin said the blaze apparently was triggered by electrical problems and started in a crawl space of the two-story, wood-frame apartment house. The building did not have smoke alarms, he said.
