Gas Prices Rise Again: Cold weather prompted refineries to cut back gasoline processing in favor of heating oil, causing an average 2 cents-a-gallon rise at the pump in the past two weeks, analyst Trilby Lundberg said. The average price of gasoline, including all grades and taxes, rose to $1.1306 per gallon between Jan. 5 and Jan. 19, she said, the highest since July, 1989.
