Floor Action: Animal Testing: Passed and sent to the Senate on a 44-21 vote a bill (AB 2461) by Assemblyman Jack O’Connell (D-Carpinteria) to prohibit cosmetic and household product manufacturers from using certain animal tests to determine if their products are safe for human use. Bill Introductions: Vehicle Registration: AB 2650 by Assemblyman Steve Peace (D-La Mesa) would require the Department of Motor Vehicles to refuse vehicle registration or reregistration renewal unless a motorist can provide proof of financial responsibility--such as automobile accident insurance. Asian-Americans: AB 2626 by Assembly Speaker Willie Brown (D-San Francisco) would require a comprehensive state study of the status of the admission, enrollment and graduate rates of Asian-Americans and proportion of Asian-American faculty members in California’s higher educational system. Senate Floor Action: Elderly Abuse: Passed and sent to the Assembly on a 33-0 vote a bill (SB 375) by Sen. Cecil N. Green (D-Norwalk) to extend until July 1, 1991, the life of pilot programs designed to protect the elderly from abuse in Orange, San Bernardino, Sacramento, Mendocino and Tuolumne counties. Bill Introductions: Water and Air Pollution: SB 1816 and SB 1817 by Senate President Pro Tem David A. Roberti (D-Los Angeles) would require the state Water Resources Control Board and Air Resources Board to develop new master plans to reduce water and air pollution at the source of contamination. School Buses: SB 1814 by Sen. Rose Ann Vuich (D-Dinuba) would allow school buses to use flashing white strobe lights during heavy fog or forest fire smoke to help prevent highway accidents. Drugs: SB 1810 and SB 1811 by Sen. James W. Nielsen (R-Rohnert Park) would appropriate $8.5 million to expand the state’s illegal drug clandestine laboratory detection and enforcement program, clean up illegal drug labs found in small rural counties and increase the minimum prison sentence for manfacturing illegal drugs from three to seven years. Junk Fax: SB 1807 by Sen. Quentin L. Kopp (I-San Francisco) would prohibit the publication of a fax telephone number on a list to be sold to advertisers without the written consent of the business or individual that owns the facsimile machine.
