Floor Action: Rental Security Deposits: Passed and sent to the Senate on a 41-26 vote a bill (AB 1560) by Assemblyman Rusty Areias (D-Los Banos) to require landlords to put future residential rental security deposits in interest-bearing accounts at the current bank passbook savings rate. The interest would be paid to the tenants who move out after at least one year’s occupancy. Committee Action: Pornography: The Ways and Means Committee approved a bill (AB 2023) by Assemblyman Gil Ferguson (R-Newport Beach) that would all but ban the sale of graphic pornography from street-side vending machines. A 16-2 vote sent the bill to the Assembly floor. Bill Introductions: Jails: AB 2662 by Assemblywoman Marian W. LaFollette (R-Northridge) would allow Los Angeles County supervisors to determine that because of overcrowding of existing facilities, new jails may be built without full compliance with minimum construction standards. Police Records: AB 2659 by Assemblyman Richard E. Floyd (D-Carson) would make it a misdemeanor to disclose peace officer personnel and citizen complaint records. Life Insurance: AB 2663 by Assemblyman Steve Peace (D-La Mesa) would allow persons suffering from terminal illnesses to cash in their life insurance policies for a portion of their face value. Senate Bill Introductions: Cigarette Vending Machines: SB 1837 by Sen. Gary K. Hart (D-Santa Barbara) would ban cigarette vending machines except in locations that are not accessible to minors. Sales to minors from vending machines would call for fines of up to $1,000. Infrastructure: SB 1825 by Sen. Robert G. Beverly (R-Manhattan Beach) would require the preparation of a report on the need for major infrastructure improvements through the year 2000.
