New Construction Remained Level Last Year: New construction stayed level near $261 billion in 1989 for the third year in a row, with apartment and condominum construction declining a disappointing 8%, according to an F.W. Dodge survey. For the year, non-residential building construction declined 1% to $120.4 billion and non-building construction declined 1% to $47.7 billion, the survey said.
