Chief Named for BIA Low-Income Housing Unit

Judith Lenthall, a former planner in the San Diego Planning Department, has been named president of the Building Industry Assn. of Southern California’s nonprofit subsidiary that will build and rehabilitate housing for needy people.

Lenthall played a key role in developing San Diego’s highly praised single-room occupancy program, in which changes to the city code have allowed private-sector builders to erect about 2,000 low-income units without government subsidies.

Lenthall has also been involved in planning programs in Hawaii, Australia, China and the Caribbean. She holds a master’s degree in sociology from the University of Hawaii.
