Halibut Controversy: The California Fish and Game Commission deferred until March 1 a decision on whether to renew some controversial permits that allow commercial fishermen to trawl for halibut within three miles of shore between Monterey Bay and San Francisco Bay. At a meeting in Sacramento, the commission heard testimony from the fishermen and from their opponents, primarily sport fishermen and divers who contend that the method has depleted the supply of halibut and should be stopped.
