Two ratings services, Duff & Phelps Inc. and Standard & Poor’s Corp., raised ratings on certain Pacific Bell debt securities . . . Moody’s Investors Service said it placed the long- and short-term debt ratings of First Interstate Bancorp and its subsidiaries under review for possible downgrade.
