CALIFORNIA IN BRIEF : SACRAMENTO : State-Run Auto Insurance Pushed

Voter Revolt, the group that drafted the Proposition 103 insurance measure that passed in November, 1988, has launched a new effort for a state-administered auto insurance program. The secretary of state’s office, which certified the ballot measure for circulation, said Voter Revolt needs the signatures of 595,485 registered voters on petitions by July 9 to qualify it for the November ballot. The new measure would replace the private insurance program with a state-administered program of basic insurance if the insurance commissioner finds that average private premiums exceed the 20% rollback levels specified by Proposition 103, or that 15% of the cars on the road are uninsured.
