FCC Seeks Changes in Dial-a Porn: A proposed change in federal Communications Commission rules would allow dial-a porn services to transmit indecent material to adults if they required credit card payments, issued access codes, scrambled their messages and asked phone companies to list 900 calls to their services on customers bills. The FCC is seeking public comment on the rules by March 2.
