DRUG BUCKS: Narcotics officers have seized $56 million in cash alone in drug busts since the Orange County Regional Narcotics Suppression Program began in December, 1986. . . . So far, $13 million of the local share of those seized drug profits has been returned, Sheriff’s Department Capt. Tim Simon said. . . . To ensure that the remaining $26 million comes back in a timely way, Deputy Dist. Atty. Michael T. Lubinski is assigned full time to track the money through the federal bureaucracy.
