WORLD : Aquino Eases Stance on Bases

MANILA — As Defense Secretary Dick Cheney left for Japan today, Philippines President Corazon Aquino signaled a new willingness to discuss differences over compensation for U.S. bases in her country.
Aquino had snubbed Cheney during his two-day visit to the Philippines, but she sounded a more conciliatory note in a statement issued as the defense secretary ended his visit.
“I welcome the statement of support for this government and Philippine democracy made by Secretary Cheney on behalf of the United States,” she said.
“I also welcome his reiteration that the United States will make its best efforts to meet its pledge for foreign assistance,” she added, referring to the $96-million shortfall in the $481 million in aid the Bush Administration promised for the use of six military bases.
Aquino said the problem “appears to be with the U.S. Congress and its funding priorities. But we are as ready as the Americans to discuss these difficulties in sincerity and good faith.”
