WORLD IN BRIEF : UNITED NATIONS : Far-Reaching Plan to Fight Drugs OKd

The U.N. General Assembly adopted by consensus a plan to tackle every phase of the international drug trade, from the cultivation of coca leaves and poppies to street-corner sales of cocaine and opium. The plan, which carries no immediate price tag, includes proposals for halting the smuggling of narcotics and the “laundering” of profits through the banking system, and for rehabilitating millions of addicts.
