WORLD : Mandela Affirms Terms for Talks
Nelson R. Mandela today reiterated that the African National Congress will not hold talks with the South African government until South Africa’s white leaders meet longstanding conditions.
Those conditions include lifting the 3 1/2-year-old state of emergency and a general amnesty for exiles selected to take part in preliminary talks with South African President Frederik W. de Klerk.
“The simple position is that until South Africa complies with the preconditions we have set, the ANC is not in the same position as the National Party” of De Klerk, Mandela told reporters after meeting with seven African presidents and Commonwealth leaders in Lusaka.
Whatever political or security problems the government faces in South Africa, the ANC “cannot be expected to make any concessions,” he said.
