Former federal Judge Arlin M. Adams was appointed today to investigate allegations that former Housing Secretary Samuel R. Pierce Jr. and top aides illegally steered government rent subsidies to politically connected developers.
Adams was appointed an independent counsel by a special court to investigate allegations that Pierce and top aides at the Department of Housing and Urban Development conspired to defraud the Moderate Rehabilitation Program.
Adams, who served 17 years as a member of the U.S. 3rd Circuit Court of Appeals in Philadelphia, is a lawyer in that city and chairman of the board of directors of the University of Pennsylvania Law School.
