POOR MOMS: Orange County welfare officials say a growing number of divorced or separated mothers depend on welfare to make ends meet (A1). . . . The local Medi-Cal caseload jumped 50% in the past year, and 1989 payments to families with dependent children were up 11% over 1988. . . . The increase is not because women are having more babies to increase their welfare allotments, county officials say, but rather because more mothers are finding themselves suddenly single, with no job skills.
