Fletcher Has Second Bypass

WASHINGTON —
Arthur A. Fletcher, recently appointed chairman of the U.S. Civil Rights Commission, on Wednesday underwent his second triple bypass heart surgery in less than six months. Doctors at George Washington University Hospital concluded that the previous bypass surgery “didn’t take,” a spokeswoman said.
