Bank of New England Corp., Boston, has named Lawrence K. Fish chairman and chief executive, as expected. Last month, the bank announced that its losses for 1989 totaled $1.11 billion. Fish, 45, has been president and chief operating officer of Columbia Savings & Loan Assn. in Beverly Hills. He also had been an executive vice president at Bank of Boston.
