Covenant House announced that it had appointed Robert McGuire, a former New York City police commissioner, to investigate its founder, Father Bruce Ritter, who resigned last week amid a sex scandal. Ritter, who founded Covenant House, a shelter for runaway teen-agers, from his New York apartment 22 years ago and built it into an $87-million-a-year charity, quit after he was accused of having had sex with at least four of the young men in his charge.
