Rates on Mortgages Rise: Fixed-rate home mortgages average 10.29%, up from 10.23% last week, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.5%, up from 8.48% the week before.
