OXNARD : Council May Change Campaign Rules
The Oxnard City Council Tuesday proposed developing an ordinance overhauling rules on campaign financing, reporting and conflict of interest.
The council discussed lowering the $1,000 limit for contributions by individuals set by the state to $500 and requiring candidates to report any contributions greater than $10. They now must report contributions greater than $25.
A conflict of interest provision would prohibit council members who had received money from proponents of certain issues from voting on those issues.
The council voted 3 to 2 to research the ordinance. Mayor Nao Takasugi and Councilman Manuel Lopez opposed using the city attorney to look into the reforms, saying the council should set up a citizens committee to review the ideas.
In addition, the city attorney will develop a proposal that would put a cap on campaign expenditures, should all candidates agree.
