Pasadena : 2-Story Home Moratorium

The Board of Directors on Tuesday approved a citywide moratorium on demolition and building permits for single-family homes of two stories or taller.

The action was taken after residents from the Madison Heights, Lower Hastings Ranch and Oakdale neighborhoods complained of “mansionization,” in which small homes are replaced with large, multistory residences.

The moratorium will be in effect until April 3, when directors will hold a public hearing to decide whether to extend it or to create a citywide interim study district. Under the study district, conditional-use permits would be required for new developments while city staff investigate how to stop the loss of smaller homes.
