Horst Schor has been appointed vice president of development and construction for Arvida Co., California division. He will direct all development-related activities for the company’s Talega community in San Clemente. Schor formerly was senior vice president at Anaheim Hills Inc. He has also been director of forward planning for Kaufman and Broad and director of site development for Carl Karcher Enterprises.
