Thousands gathered despite an early spring snow for a rally near the White House to call for an end to U.S. aid to El Salvador. It was also the 10th anniversary of the slaying of Salvadoran Archbishop Oscar Romero. U.S. Park Police said they arrested 83 people on a charge of demonstrating without a permit after they allegedly blocked White House entranceways.
