Mortgage Rates Lower: Fixed-rate home mortgages are averaging 10.26%, down from 10.34% last week, according to a national survey by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, the average initial rate was 8.56%, up from 8.55% the week before.
