CAARP Sues Commissioner: The California Automobile Assigned Risk Plan filed suit against state Insurance Commissioner Roxani M. Gillespie on Tuesday in Los Angeles Superior Court seeking a court order overturning Gillespie’s December, 1989, denial of a rate increase for the plan, which provides the minimum auto liability coverage to drivers who are unable to purchase it in the private sector. CAARP appealed Gillespie’s 1989 decision to the California Supreme Court, which declined to hear the case. (Filed March 20 1990; Case No. C755745)
