From Times staff and Wire reports

Caretaker Prime Minister Yitzhak Shamir has set in motion plans to start five more Jewish settlements in Israel’s occupied territories, an aide, Yossi Ahimeir, said. Israel Radio said former Defense Minister Yitzhak Rabin of the Labor Party had postponed construction of five of eight settlements in response to U.S. protests. The defense minister has final say on when settlements will be built. Ahimeir noted that Shamir is now acting as defense minister, a post he took over after Labor members resigned from the Cabinet on March 13.
