Police arrested the alleged deputy chief of staff of the Communist rebel army today as he returned to the country from Europe, officials and state television reported.

Antonio Cabardo, alleged deputy chief of staff of the New People’s Army, was taken into custody about noon at Ninoy Aquino International Airport, said Col. Victor Tiangco, operations chief of the Capital Command.

The government television station reported that Cabardo came from Europe with a stopover in Hong Kong but did not say which European country he had visited.

As deputy chief of staff, Cabardo is believed to be the second-ranking figure in the 20,000-member New People’s Army, which has been waging a 21-year insurgency to establish a Marxist state. The military had offered a 500,000-peso ($23,800) reward for his capture.
