Twenty people, including possibly four Americans, were believed killed when a twin-engine commuter plane with 22 on board crashed into the Pacific Ocean shortly after takeoff from the Panamanian resort island of Contadora, a U.S. military official said. The Twin-Otter aircraft apparently flew into a flock of birds, an Aeroperlas Airlines statement said. A woman and teen-age boy were rescued and flown back to Panama City for treatment.
