All those who said Sinead O’Connor--an arty, alternative-music type--would never be a big pop star are still busy taking their feet out of their mouths. On the Billboard chart this week, she achieved that rare double--topping the pop album and single charts simultaneously. Her “I Do Not Want What I Haven’t Got” album and her single, “Nothing Compares 2 U,” are both No. 1. Heart is also hot on both charts with its album, “Brigade” (No. 14) and its single, “All I Wanna Do Is Make Love to You” (No. 10). Fast-rising sound tracks: “Pretty Woman” (No. 20) and “Teenage Mutant Ninja Turtles” (No. 46). On the pop singles chart, Madonna’s new “Vogue”--a shoo-in for No. 1--is already No. 12.

* Possibly the most controversial rap group in the business, Public Enemy may have its biggest hit album with “Fear of a Black Planet,” which debuted on the pop chart at a lofty No. 40--remarkable for an outfit that doesn’t get much airplay.
